Course Description

Through this course, the concepts of preparing and formulating public policies in all its various stages will be addressed, starting from the preparatory stage and its role in the policy-making cycle and ending with policy implementation, evaluation and testing on the ground. We will be discussing public policy making, Policy maker roles, influences on the process of public policy making, theories of public policies and their characteristics, steps for public policy formulation, the relationship of public policies to the legislative, and tools for implementing public policies on the ground, the development of policies in the Palestinian legal system and the stages it passes through According to the Palestinian legal system, success factors in the policy-making process and failure factors will be discussed as well.

Objectives
  • Motivating the trainee to develop his skills and abilities and familiarity with the issues of public policies and the legal frameworks regulating them within the Palestinian legal system, including the determinants of public policy making in Palestine.
  • Creating and providing an opportunity for the trainee to differentiate between types of policies, between public and legislative policies, and between public policies and other terms of the decision-maker, decision-making and policy demands, based on a clear and specific basis, by focusing on thinking according to the scientific and methodological methods on which these materials will be built.
  • Creating and providing an opportunity for the trainee to differentiate between the stages of public policy-making and the public policy-making cycle and the requirements of each of these stages.
  • The trainee's awareness of the decision-making mechanisms and legal frameworks that govern the policy-making process within the official institution, and the mechanisms of policy preparation and consultation within official institutions.
  • Giving the trainee a kind of self-confidence and motivating him to use sound thinking, scientific logic and scientific methodology in his analysis of policy issues and interventions he wants to make, factors of success, strength or weakness, and ways to overcome weaknesses.
  • Enhancing, enabling and developing the trainee's ability to use the method of analysis, logic and scientific methodology in his view of things.
  • After completing this course, the trainee is supposed to be able to achieve the following objectives:
  • Familiarity with general and specific concepts of public policies and related terminology and theories that govern public policy making.
  • Identify the legal system that governs the stages of public policy making in the Palestinian legal system, including the procedures for preparing public policies and their various stages.
  • Clarify the difference between types of policies, policy implementation tools, and the distinction between public policy makers and those who influence their industry.
  • Identify the steps and stages of preparing public policies and the requirements of each stage of this stage, including preparation, formulation, implementation and evaluation.
  • The ability to distinguish between public policies, decision-making and decision-making, and between public policies and other papers and studies such as academic studies and position papers.
  • Determine the requirements for preparing policy papers, the factors for their success, and ways to evaluate them.
  • The ability to prepare a specific and clear methodology in preparing policy papers and the ability to market them to decision makers according to sound scientific and practical foundations.
