Course Description

This is the final course of the professional diploma specialized in management skills for public sector employees. This course is the culmination of the learning and experience gained during the various diploma courses. The participants' ability to practically apply the knowledge, skills and behaviors acquired during the training program will be measured.

Assignment Activity Group/Individual 

  • Defining the problem and developing a plan for collecting data and information 
  • Implementation of the plan for collecting information and data 
  • Building a problem tree, transforming the problem tree into a group goal tree 10 Studying and reviewing the group’s reports, preparing the problem tree and goal tree
  • Presentation and discussion of the problem tree and the goal tree

  • Putting the contents in the fifth stage 
  • Writing the plan in its final form 
  • Presenting the final plan to the participants and a collective tripartite committee 

 

Objectives

Objectives

This course aims to put the experiences and learning gained during the training program in the context of the participants' career work. At the end of the course, it is expected that the participants will be able to achieve the following objectives:

  • Defining a general problem related to the reality of their work in the Palestinian ministries
  • Develop a hypothesis and objectives to solve the problem
  • Develop an integrated action plan to achieve the desired goals, including: objectives, activities (administrative, media, technical...), necessary human resources, financial resources, follow-up and evaluation system, time frame for all activities, references used.
  • Review the results of work
  • Apply communication and communication skills, and teamwork skills.

The final project will be completed by individuals and work teams within the following stages:

The first phase:

 Each group identifies the 5 most important problems in the ministry that contribute to impeding the development of work in the ministry and creating a negative stereotype among the public so that the methodology and tools used to identify problems (interviews, questionnaire, focus groups ... etc.) are clarified, provided that at least two tools are used . The problems will be reviewed by the group leaders and the four most important priority problems for the ministry will be agreed upon. It is distributed to groups.

The second phase:

Proceeding from the specific problem of each group. Through teamwork and serious participation by all members of the group, a plan is developed to collect data and information about it through the use of various tools (interviews, questionnaire, focus groups, document review). A statement of the roles and responsibilities of all members of the group in the set plan.

Third phase:  

Each group member is responsible for the assigned task in the information collection plan. After implementing the plan and based on the results of data and analysis, a problem tree is built for it and converted into a tree of goals within the work of groups working in a team spirit and the serious participation of all its members.

Fourth phase:

Each group presents and discusses the obtained results, the problem tree and the goals tree that was built in front of the total participants in order to benefit from their constructive observations in modifying the problem tree and the goal tree.

Fifth phase:

Based on the goals tree, the logical framework matrix is ​​built, and the operational plan includes the goals and activities associated with them, taking into account the participation of all members of the group in developing a set of activities to achieve each of the desired goals (outputs).

Sixth phase:

In order to complete the plan in its final form, each individual in the group chooses one of the following contents: the human resources plan, the media plan, the financial plan, the follow-up and evaluation system, and communication and communication. So that this content is detailed in order to implement the action plan successfully. These contents are part of the plan in its entirety.

Seventh stage:

The plan is written in its final form, taking into account the order, context, and sequence, and inclusion of all the elements that the trainer explained to the participants. Where each group presents its plan to the participants and the jury.
